Job Description Summary:

The Engineering Program Management & Operations Leader has overall responsibility for engineering program management, scheduling, resource planning and budget.

This role ensures strong integration and alignment across all engineering stakeholders and other functions in the broader Offshore Wind organization to deliver new product development programs on schedule and budget.

This role facilitates daily management of the NPI program portfolio, develops long
- and short-term schedules and supports prioritization of NPI programs and activities. You lead LEAN projects to systemically improve Program & Budget management across the entire Engineering organization.


The Engineering Program Management & Operations Leader is a key member of the Offshore Wind Engineering staff and reports to the Offshore Wind CTO.

Roles and Responsibilities
In your role as Engineering Program Management & Operations Leader, you:

  • Are ultimately accountable for timely execution of the engineering part of new product development programs (NPI) within the available budget. You report out to the CTO and finance team on a regular basis the budget status and forecasts, and to the Engineering Managers on program status.
  • Partner with peers and other key stakeholders to make program prioritization decisions and ensure alignment across stakeholders. Ensure that Program management, Scheduling and engineering operations processes are aligned across NTI, NPI, ITO, OTR and Fleet engineering.
  • Lead the Engineering organization operationally with a set of tools that allow Engineering managers to manage their resources efficiently and effectively. You provide them with easy to work with reports on both program status as well as resources loading
  • Develop the vision and set strategic priorities for program management (including scheduling, resource management, budget management) and engineering operational support while ensuring alignment across your team and the engineering teams of your peers.
  • Drive a culture of outstanding process rigor, transparency, crossfunctional collaboration, and efficiency into program management and operational rhythms
  • Work collaboratively with the Product Line leader, NPI Platform leader, Customer Support Engineering leader, and other functions as well as the broader Engineering Leadership team on new project requests and project change requests.
  • Lead a team of Program Managers, Schedulers & Operations Engineers, providing clarity on priorities, coaching the team to develop & succeed and organize the team with clear roles & responsibilities
  • Establish a regular operating rhythm with engineering leadership to review the program portfolio in terms of program status, program prioritization, resource and budget impact as well as addressing program scope and risk management aspects
  • Ensure identification and monitoring of Program derisking plans for highrisk activities
  • Provide focus on resource planning and leveling as an instrument to manage individual & team workload to acceptable levels while meeting all business objectives of the program portfolio
  • Establish and maintain a process for daily priority & workload management at the lowest level in the organization.
  • Partner with the Engineering Lean & Quality leaders for continuous improvement and problem solving
  • Own the engineering strategic budget planning (S2) and subsequent Operational budget planning and ensure the engineering teams are fully integrated into the S2 process cycle
  • Develop strategy for operational and financial metrics & implement visual dashboards to monitor process health / adherence as well as program KPI ́s including, but not limited to NPI OTD, Budget, schedule implementation %, resource loading % etc.

Required Qualifications

  • Master of Science degree in Mechanical, Chemical, Electrical, Civil Engineering, or equivalent
  • Minimum 10 years' experience in project management, Engineering Operations and Finance in an engineering environment, with track record of clear process
- and tool improvement impact for a 300+ heads Engineering team

  • Familiar with P6 scheduling tools or equivalent
  • Excellent Leadership and communication skills, including influencing leadership and leading a
