Assessment Solutions Project Manager

Context:

This role will be a key contributor to positioning the British Council as experts in language assessment and partners in education reform as well as supporting the diversification of the Exams portfolio by delivering Solutions projects around the world and supporting Aptis as a quality language test for multiple purposes in educational contexts.

This will create impact and income at scale for the British Council by opening up significant, consistent and wholly new income streams.

As part of the management tier, this role will have a strong line into the vision and direction of our global Solutions strategy.

Role Purpose:

To lead and manage projects in the global Assessment Solutions team aimed at positioning the British Council as the partner of choice in supporting and delivering educational change projects and business solutions in English language learning and assessment, working globally, regionally and at country level. This role involves (1) collaborating with the Manager Assessment Solutions in developing and delivering a solutions strategy which builds the profile of the British Council as an authority in learning and assessment; (2) providing academic direction and support for regional and country teams to build capacity to identify, sell and deliver integrated English language learning and assessment solutions; (3) providing expert advice and consultancy to external stakeholders at ministry or educational institutional level in the assessment of language learning and teaching; (4) delivering sustainable revenue and surplus from the B2B and B2G markets; and (5) developing and maintaining relations with highlevel internal and external stakeholders.
This is role will be a key contributor to ensuring that the Exams business is sustainable and that it delivers impact and income. The role will enable the diversification of the Exams' portfolio ensuring the British Council teams have the expertise, authority and resources to address current and future learning and assessment needs and to support educational institutional initiatives and government reforms.

Strategy and Planning

Contribute to a clear and compelling vision for the Solutions business globally; ensuring global, regional and country-level staff, are committed to securing annual commercial and strategic targets for business growth.

Develop a list of priority country markets to promote and position British Council in the solutions market to secure initial financial and growth targets.

Collaborate with local country teams to develop professional project plans for the delivery of Solutions services.

Professional Leadership and Pursuit
Pursue opportunities for income-generating products that align with Solutions' project objectives.

Work closely with country exam staff to support the securing of customised and localised test and solutions contracts with government and state-level institutions and agencies, universities, colleges, schools and corporate bodies which are within commercial scope and policy.

Develop, motivate and manage the deployment of short-term academic consultants to ensure the effective resourcing and secure delivery of British Council Solutions programmes.

Engage with the necessary country-level internal and external stakeholders to meet client & commercial objectives.

Develop trust-based relationships with a range of key local assessment practitioners, partners, organisations, influencers, decision-makers and stakeholders.

Manage the deployment of an Assessment Solutions academic team, ensuring consultancy and advice is brought in at the correct time.

Project Management & Oversight
Support Manager Global Assessment Solutions with the recruitment and development of project management personnel.

Motivate and lead project teams and allocated staff to achieve project objectives and agreed client deliverables.

Oversee project manager involved in the delivery of country-level client solutions projects in priority markets, ensuring documents are complete and projects are delivered on time, meeting agreed budget parameters and securing relevant p
