Role Purpose


Under the supervision of the MEAL Coordinator, the M&E Officer - Education helps in the control and monitoring of activities at the program level and contributes to the strengthening of the Education program Monitoring and Evaluation plan.

In collaboration with the Education Program Manager, program staff, stakeholders, and other collaborators he/she directly implements all MEAL processes and activities required to improve program quality throughout project implementation and ensure and demonstrate a positive impact on partner schools' functioning.

Also, she/he ensures that the program has a strong MEAL system built. She/he supports all evaluation activities as needed by proposing adequate tools. During field visits, she/he documents the findings and shares them with the appropriate project staff.

She/he is responsible for providing coaching and support to the Education project staff, enumerators, and stakeholders to ensure the quality of MEAL data.


Description of the main tasks

Monitoring and Evaluation

  • Guide to the Education program as per the needs
  • Realize workshops to design the MEAL Plan for the education program. Participate in Education project proposal development if needed.
  • Participate and provide technical assistance in carrying out baseline studies and evaluations (realtime, midterm, final, etc.). Plan and carry out quarterly meetings with partner schools to share feedback for the improvement of the MEAL system.
  • Support the development of study protocol and methodology for evaluation activities.
  • Provide coaching capacitybuilding sessions to the program officers on key aspects of MEAL.
  • Ensure the data required by the HFH are reported as per the deadline (KPI, Output and Outcome Indicators, extended participants)
  • Carry out field visits to observe the implementation of activities and share feedback with the Partners, Program Manager, MEAL Manager, and other key staff.
  • Collect key education data such as student enrollment, student academic performance, scholarship, teacher audit, teacher training, school infrastructure data, etc.

Reporting

  • Maintain the timing of reports.
  • Ensure that the necessary components of the reports are aligned before deadlines and that the MEAL Staff is well organized to deliver the reports on time.
  • Provide the results achieved, supported in the reports that must necessarily be the product of the analyses of the data collected.
  • Coordinate reporting with local partners, including tracking deadlines, meeting control formats and requirements, quality and accuracy of reports, and periodic drafting, review, and submission of reports.

Accountability

  • Support the program in the implementation of the HFH accountability system to ensure that the actions proposed in the intervention meet the expectations of beneficiaries and partners and are executed per the planning.
  • Support the implementation of the transversal protection plan in the projects based on the guidance received from the Accountability focal point

Qualifications

  • University degree in Social Sciences, Statistics, Economics, Computer Sciences, or any related fields
  • Minimum 5 years of MEAL experience
  • Minimum 4 years of experience in data processing and analysis. Minimum 2 years of experience in conducting studies or evaluations using EGRA/ISELA tools (both quantitative and qualitative)
  • Proficiency in data management and analysis software such as Excel, SPSS, SAS, Eviews, R
  • Proficiency in qualitative data analysis
  • Great ability to plan, organize, supervise, control, analyze and communicate. Good command of survey techniques and different sampling methods.
  • Good knowledge of CommCare and Power BI tools is an asset. Experience in using mapping software (ArcGIS, QGIS) is an asset
  • Having special training in monitoring and evaluation is an added value.
  • Knowledge and experience with accountability, impact, and quality management.
  • Good knowledge of SMART indicators, logical framework, and other program management tools.
