Would be a good idea to create a "crowdfunding" Fund with a Committee of experts to help "start ups"  always regarding that meet the requirements of the experts. (Business Angels)
Let's say we create  a "PAYPAL" account and people voluntarily contribute 1.50$  (sure  Paypal would be grateful.) Once achieved the amount desired and under the patronage of the Committee of experts (Bussiness Angels) they send the requested amount  to help the  entrepreneur.
The way of return it would be having that  people  send 100 times more for the next crowfounding. ( 150 $ ) several times until complete the achieved amount. On an estimated time. Of course,  It would be limits on the amounts. Is  not a question of making  a pyramidal business or a Ponzi. But always under the wise eyes of the Committee of experts, many entrepreneurs could fulfill their dreams.
All on a voluntary basis. Without spam or blackmails or Hitmen, completely anonymous and voluntary contributions. 1.50 $ is more or less a coffee.....unless you go to Starbucks...
It is just an idea.
