Program Summary
KBR will sustain the operational well-being of U.S. armed forces at Morón Air Base (Spain), Incirlik Air Base, Izmir Air Station, and various facilities in Turkey. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more.

With a five-year base period and three one-year options, KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.


Job Summary

Roles and Responsibilities

  • Support CEND Team on requirements identification/development and Asset Management Meetings, Contracting Package Development (Design or Construction), In-House Design on Small Scope Projects, Design review of Contracted Designs, Support Construction Contract Execution, i.e. material submittals.
  • Perform engineering and planning to include development, maintenance, and delivery of short, medium, and longterm planning for installation complexes to inform the investment planning process as well as the space planning function to optimize space utilization in current and future plans.
  • Provide Project Management to execution of contracts such as construction contracts, indefinite delivery, indefinite quantity (IDIQ) contracts, simplified acquisition of base engineer requirements, multiple award construction contracts (MACC), and service contracts to execute facility requirements.
  • Develop contracting packages and oversee execution of U.S. funded project requirements and maintenance subcontracts. Collaborate with other engineers to develop multidiscipline projects (i.e., civil, mechanical, electrical, architectural, etc.).
  • Manage and update NexGen IT software database or successor IT systems efficiently.
  • Conduct regular facility assessments, plan maintenance, and provide analysis/reports. Design solutions for electrical deficiencies and support CE Operations Electric Shop as needed.
  • Contribute to development and upkeep of Activity Management Plans (AMPs) and Base Comprehensive Activity Management Plan (BCAMP). Plan infrastructure studies aligning with relevant AFIs and MAJCOM guidance.
  • Provide valuable assistance to AFCEC and Operations Flight with facility and infrastructure team assessments. Ensure accurate identification and validation of requirements.
  • Offer expert design services for facility and infrastructure construction and renovation projects. Manage inhouse, A&E, and/or thirdparty designs within designated timeframes.
  • Extend engineering support for reviewing and coordinating other agency projects, including USACE, NAVFAC, and DLA initiatives.
  • Conduct project acceptance inspections, complete contract closure documents, and ensure submission of comprehensive asbuilts and manuals.
  • Act as a construction management liaison for projects managed by NAVFAC, NATO, AFCEC, or other thirdparty agencies.
  • Drive continuous improvement by seeking ways to enhance customer service while reducing costs. Provide suggestions for improved procedures, methods, technology, and resources to enhance productivity and quality.

Basic Qualifications

  • Bachelor's or higher degree in Electrical Engineering from an accredited college or university
  • 2+ years of project engineering experience for major real property facilities.
  • Formal security engineering training with proven DoD operational level experience.
  • Advanced computer skills, including Microsoft Office Suite, AutoCAD, and data analysis software.
  • Proficient in industryspecific tools and technologies.
  • Native language proficiency required.
  • English Reading Level III, Written Level III, Verbal Level III.
  • Must hold a Class 'B' driver's license for Spanish.

Preferred Qualifications

  • 6+ years of capital project design and management experience.
  • Proficient in American and Spanish facility design standards.
  • Skilled in developing and executing multidiscipline construction projects, including contract schedule evaluation and construction report preparation.
  • Expertise in engineering principles, materials, specification writing, USAF contracting procedures, engineering equipment, and surveying.
  • Familiarity with construction practices in host nations (HN).

Physical Requirements


The position may involve exposure to hazards such as lifting heavy weights, heat stress, chemical substances, falls, and adverse weather.

However, KBR's safety program includes risk assessments, job-specific training, providing necessary tools and PPE.
