Job Description (Roles and Responsibilities)


The British Embassy in Madrid is part of a worldwide network, representing British political, economic and consular interests overseas and we are seeking to recruit a Market Access Officer for the Department for Business and Trade (DBT) in Madrid.


Roles and responsibilities:


  • Support UK businesses and local stakeholders on Market Access barriers/regulatory issues and queries, received directly in country or via the European Export Support Service
  • International Markets about the terms of trade between the UK and Spain, investigating the rules or procedures involved in any issue, and explaining these.
  • Identify trade barriers from enquiries/issues, investigate potential solutions, and as appropriate escalate these to the Trade Policy Officer or Country Director, as well as the Bilateral Relations Team in London, to include these in local and regional strategic and country plans, and work together to resolve them.
  • Responsible of up to date reporting on the datadriven Market Access action plan through DBT ́s Platform-DMAS, as well as through the British Embassy Spain Market Access tracker, consolidating a knowledge bank on all cases received.
  • Monitor and report on regulatory developments and the business environment in Spain, scan for potential barriers to trade (e.g. through proposed or new legislation or procedures), and assess impact on UK business interests.
  • Work closely with the Market Access Centre, other Market Access Officers and economic and public policy teams to build knowledge for UK companies about trade rules across the EU and in Spain and contribute to developing regional advice, deliver specific commissions, and share best practices.
  • Provide semiannual trade reports on UK-Spain trade performance and ongoing assessment of the evolving trading environment. Draw upon trade flows in priority sectors to keep track of regulatory divergence.
  • Support Trade Policy Officer, on trading systems matters, by gathering and providing information, as requested by regular commissions from HQ;
  • Support Trade Policy Officer, Country Director or wider FCDO teams on market access work as required, including commercial dialogues, Ministerial visits, business outreach and engagement, as necessary, ensuring a coordinated approach across HM Government.
  • Encourage UK businesses where appropriate to explore further opportunities for growth working with country trade teams and the Trade Hub.
  • Support the development of market access expertise. Upskill the Trade team to scan for Market Access issues for their priority sectors, measured through business intelligence reporting.
  • Contribute to wider DBT and Embassy objectives. Essential qualifications, skills and experience
  • Fluency at C1 level in English and Spanish, according to the Common European Framework of Reference for Languages, or equivalent;
  • University degree in International Relations, Economy, Trade or International Law;
  • Good understanding of the international trade, the business environment in Spain and in the UK.
  • Internal and External Stakeholder management skills;
  • Demonstrable analytical skills, the ability to make sense of complex information;
  • Strong written and oral communication skills, and IT capability (MS Office etc.)
  • Proven experience in Trade Data and policy Analysis
Desirable qualifications, skills and experience

  • Strategic commercial and economic awareness;
  • Some previous or relevant experience working with business; or with Spanish Central or Regional Governments.

This is an Executive Officer (EO) grade, full-time permanent contract. The working hours are 37.5 hours per week.
