    Job Description:

    PURPOSE OF POSITION The CHRO is accountable for the strategic direction and priorities for Human Resources and provides overall strategic leadership of the people practices aligned with FSRAs mission, vision, and values.

    The CHRO sits on the executive leadership team, champions a principles-based, inclusive, and strong culture of a positive employee experience, and leads a dedicated team.


    KEY RESPONSIBILITIES

    Sets the vision, strategy, and priorities for the Human Resources function, within the overall strategic priorities of Corporate Services and the diverse human resource needs across FSRA.

    In collaboration with the EVP, Corporate Services and the executive leadership team,
    leads and supports the organizations transformation priorities and objectives that further drive FSRAForward.

    Provides strategic leadership and accountability for the enterprise-wide implementation of strategies, frameworks, and programs, and the provision of robust, strategic human resources expertise, advice, services, and support, in all areas of human resources including, but not limited to organization design, labour relations and collective bargaining, talent acquisition and retention, diversity, equity and inclusion, workforce and succession planning and total rewards.

    Leads the development and implementation of FSRAs multi-year human resources plan, ensuring alignment with the strategic plan and FSRAs values and culture, including being a meritocracy that recognizes high performance and attracts and retains superior talent.

    Leads the implementation, adoption communication and continued development of human resources policies and practices that support a modern and flexible work environment and the current and future needs of a modern regulator,
    ensuring policies and practices comply with relevant legislative authorities, best practices, and industry standards.

    Provides overall strategic direction in creating a positive labour relations climate, where working collaboratively and respectfully with bargaining agent partners are integral to ensuring alignment with legislative and collective agreement requirements in support of positive employee experiences.

    Leads the development of operational plans for human resources which align with the overall FSRA strategic plan and the development, monitoring and reporting of performance metrics and risks for human resources.

    Leads the development and maintenance of a collaborative, forward-thinking culture at FSRA and champions change across the organization with a focus on employee engagement, and individual, team and leadership development.

    Promotes and drives innovation and continuous improvement throughout the human resources function and across FSRA related to human resources.

    Provides human resources expertise and reports to the CEO, EVP, Corporate Services, and senior executives on all human resource related initiatives, services, risks, and issues and provides strategic expertise and support directly to the CEO on confidential and board-level human resources matters.

    Attends and presents at meetings of the Human Resources Committee of the Board; attends Board meetings as required.

    Develops an agile and flexible evolving organization structure and work environment which stays at the forefront of innovation, collaboration, and positive employee experience through a diverse multi-disciplinary team.

    Champions and promotes an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key to meetingthe mandate of FRSA.

    As a member of the executive leadership team within Corporate Services, works in close collaboration with leadership colleagues on corporate services strategy and priorities for FSRA.


    QUALIFICATIONS
    Education and Experience
    Degree or certificate in Human Resources or related field. CHRP designation preferred.
    8+ years experience responsible and accountable HR leadership experience in providing direction and oversight of a robust human resources function with expertise in implementing and continuing development of human resources programs, policies,
    and advisory services within a unionized environment.

    KNOWLEDGE AND SKILLS

    A proven strategic leader with expertise in leading and championing change for a new organizational culture and vision, including knowledge of adult learning techniques, employee engagement and change management approaches for an organization undergoing a process, talent and cultural transformation to fulfill a challenging statutory mandate in a fast-changing multi-stakeholder environment.

    Leadership skills to strategically design and execute on key deliverables aligned to a significant people and technology transformation mandate.

    Demonstrated ability to quickly build and garner credibility and respect with the CEO, executive leaders, staff, and the Board.

    Labour relations experience including responsibility for strategy development and relationship and partnership building.
    Experience leading and managing a high-performance team.
    Experience leading/managing through influence, driving results requiring contribution and buy in from multiple line business leaders.
    Self-directed with strong critical thinking skills and results orientation.
    Excellent communication (verbal and written), presentation, facilitation, and interpersonal skills.
    Practical and pragmatic in style and approach.
    Knowledge and expertise in human resource theories, principles, and best practices.
    Knowledge and interpretative understanding of relevant legislation (e. g. , Occupational Health and Safety, Ontario Human Rights Code, WSIB, Employment Standards Act) and initiatives which impact human resource programs and services in a broader public sector environment.
