- Expertise of at least 3 years in technical and practical aspects on Department of Navy or other Department of Defense construction projects as an Engineering Technician, Contracting Officer's Representative, or in key contractor roles such as Superintendent or Quality Control Manager.
- In-depth experience and understanding of facility construction concepts, principles, and practices related to civil, mechanical, electrical, and/or environmental projects.
- Capability to comprehend and assess technical engineering specifications and statements of work encompassing complex and diverse engineering designs or modifications to contract documents.
- Thorough understanding of construction methods and practices along with construction management skills demonstrated through pertinent construction and/or construction management experiences.
- Proficiency in reading, writing, and speaking fluent English to provide progress reports on technical assignments and deliver recommendations to government personnel.
- Significant experience and skill in overseeing construction, maintenance, repair, and alteration projects to ensure successful and timely completion within schedule and budget parameters.
- Training and familiarity with Primavera scheduling software and/or other construction scheduling tools preferred.
- Ability to carry out physically demanding tasks while working outdoors in extreme weather conditions, confined spaces, climbing, and using fall protection gear as necessary for this contract. Contractor employees must provide a medical certificate proving their physical fitness for the assigned tasks outlined in the PWS.
- Successful completion of mandatory security background checks.
- Completion of the full 40-hour EM Construction Safety Course (NAVFACSYSCOM or USACE). The 8-hour course will not be considered an adequate substitute.
- Expertise and competency in safety and occupational health principles, practices, procedures, laws, and regulations concerning engineering performance obligations.
