    Responsibilities and Role

    The incumbent will actively participate in preparing international donors' governance tenders across regions and topics under the supervision of the Senior PM and Head of Unit.

    • Business Development
      • Identify business leads and follow up on opportunities;
      • Track client requests for services by analyzing donors' strategic plans and maintaining relations with clients at headquarters and field offices;
      • Conduct field identification missions;
      • Negotiate terms of cooperation with partner institutions;
      • Prepare expressions of interest.
    • Bid Management
      • Conduct research for technical proposal drafting;
      • Manage preparation of technical proposals ensuring content and formatting consistency;
      • Develop work plans and coordinate among consortium partners;
      • Prepare project budgets and financial proposals;
      • Ensure compliance with administrative requirements and tender procedures;
      • Oversee contract processing and handover to Project Management Division.
    • Experts' Recruitment
      • Support expert search and identification;
      • Oversee recruitment and negotiate terms with external consultants;
      • Screen candidates and evaluate profiles against TORs;
      • Negotiate financial terms and prepare proposal documents;
      • Supervise administrative aspects of expert workload;
      • Prepare reports.

      Requirements

      University degree in Economics, International Development, International Relations, Social Development, EU Studies, Political Science, or related fields. Post-graduate degree in international development with emphasis on social development is preferred. Fluency in English (C1 level) and French (B2 level) is required; knowledge of Spanish is a plus.

      Experience

      At least 3 years of experience in business development, especially in preparing technical bids for donor-funded tenders, preferably for EU-funded projects. Proven success in large international development tenders, familiarity with EU policies, and experience in structuring technical proposals in English and French are essential. Strong organizational skills, ability to manage multiple tasks under pressure, and excellent computer skills are required. Experience in project management and familiarity with EU procedures (PRAG) are advantageous.
