  • This position is located in the Special Projects Section of the Special Projects and Innovation Branch (SPIB) of the Office of Counter-Terrorism (OCT), in Madrid, Spain. The Programme Officer reports to the Chief of Section / Senior Programme Management Officer.

The Office of Counter-Terrorism has five main functions:
(a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 46 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017.

The Office has five main functions:
(a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The UNOCT Programme Office in Madrid was established to implement UNOCT projects in support of Member States efforts to prevent and counter terrorism and violent extremism in line with the four pillars of the United Nations Global Counter-Terrorism Strategy, and the priorities and guidelines established by the UNOCT Under-Secretary-General and UNOCT senior management. UNOCT leads the implementation of the Global Programme on Countering Terrorist Threats against Vulnerable Targets in partnership with the United Nations Counter-Terrorism Committee Executive Directorate, the United Nations Alliance of Civilizations, the United Nations Interregional Crime and Justice Research Institute and in consultation with INTERPOL. The Global Programme seeks to strengthen Member States capacity to prevent, protect, mitigate (impact), investigate, respond to and recover from terrorist attacks against vulnerable targets at the national, regional and global levels in human rights-compliant and gender-responsive way.
