The Barcelona Institute for Global Health, ISGlobal, is the fruit of an alliance between academic, government, and philanthropic institutions to contribute to the efforts undertaken by the international community to address the challenges in global health.

ISGlobal provides a hub of excellence dedicated to scientific research and the provision of health care.

The institute, which originated in a joint initiative of the Hospital Clínic de Barcelona and the University of Barcelona, has amassed over 30 years of experience in the field of global health.

The pivotal mechanism of its work model is the transfer of knowledge generated by scientific research to practice, a task undertaken by the Research, Training and Policy, and Global Development departments.

Its ultimate goal is to help close the gaps in health disparities between and within different regions of the world.

ISGlobal is seeking a Financial Manager for the maternal-childhood and reproductive health research program. This is meant to organize the administration of the research Program during a changing period.

RESPONSIBILITIES:
Collaborate with the ISGlobal Project Managers, Grant Manager and the Project Administrator in Sierra Leone to ensure timely and quality implementation of the financial policies and the overall quality of the finances of the initiative

Line management of financial tasks and responsibilities carried out/held by the Project Administrator in Sierra Leone

Work in liaison with the Grants Manager to ensure compliance with the donor's requirements and with ISGlobal internal policies

Oversee the sound management of project budgets including identification of gaps, while ensuring accurate and appropriate allocation and reporting

Support Project Managers to ensure that funds are available for the implementation of all defined project activities, according to PI indications, and grant agreements

Be in constant contact with counterparts for all financial issues related to the project

Ensure that the personnel costs allocated to the project match the center's salary scales

Be the financial coordinator for the partners belonging to the projects coordinated by ISGlobal

Under the guidance of the Principal Investigator (PI) and the Project Managers, the Financial Manager will be expected to:

DUTIES:

  • Program Implementation and Monitoring (from a financial point of view)
Create the financial strategy for new projects

Monitor that the financial progress is in line with the project progress, and ensure timely decision-making of the Initiative as a whole

Ensure financial controls and tools are in place for each project and follow donor's requirements

Make sure that payments and invoices are correctly done (compliant with ISGlobal and donor policies) for all projects


  • Coordination finances of the program
Manage the allocation of funds across the different projects to ensure that all costs of the Initiative are covered

Foresee in advance any possible shortage of funding/ any possible expenses not being allocated and find solutions

Periodically inform the PIs on the situation of the finances of the program


  • Coordination and Representation
Ensure timely financial reporting both internally and to donors

To know all financial, legal, and HHRR departments of ISGlobal, and be the liaison for all financial-related issues


  • Budget
Oversee budgets management and procurement for the projects

Manage the budgets and monitor the monthly expenses of the local counterparts

Assist in the monitoring of contracts and budgets

Identify critical issues, needs, and problems in resources/budget

Assure appropriate and timely allocation of resources necessary to achieve objectives

Prepare contingency plans/decision trees and reports

Prepare financial reports from the local counterparts (quarterly, annually, and monthly if necessary)

Promote corrective actions if there are deviations from the budget and the terms of the financing along with the Grants Manager

Monitor payments to local counterparts and local staff

Support the Grants Manager in the preparation of the financial reports for the sponsor by rendering the reports of the local counterparts

Manage daily expenses and invoices for all projects with the relevant members of the project teams, including organizing meetings as necessary

Provide support in the elaboration of budgets for new calls


  • Financial proposals
Responsible for the financial proposals for new projects together with the Grants Manager

To master all the financial and administrative tools and day-to-date tasks related to finances: procurement procedure, travel procedure, and all other financial procedures of the Institution to be able to assist the PM in case of need


Any other tasks related to the finances of the program and requested by the Principal Investigators and/or the Project Managers.


COMPETENCES:

Essential:
University degree in Business Administration or similar
