Role purpose:


The role of the Senior Policy and Public Affairs Manager is critical to the successful delivery of the Policy and Public Affairs strategy and to delivering breakthroughs that change patients' lives in [country].

A strategic, externally facing role, encompassing a wide range of stakeholder engagement responsibility and requiring a high degree of commercial acumen, the post holder will work with the business to drive forward high impact policy shaping programs to support strategic priorities.


The post holder will:

  • Work closely with the wider Policy and Public Affairs team to deliver coordinated activity in support of core projects and workstreams
  • Lead the development and delivery of specific Policy and Public Affairs campaigns in support of Pfizer strategic priorities
  • Monitor the policy environment and provide commercially relevant information to the Pfizer business
  • Undertake senior external engagement and build relationships in support of key strategic priorities
  • Develop impactful messaging and external written materials and in response to government and industry consultations
  • Be a trusted adviser to senior business leaders on the healthcare political and policy environment
  • Have a good understanding of the systems and processes in which the business operates including the nation health services, specific therapeutic areas, medicines regulation, HTA, Patient Groups
  • Key accountabilities:_
  • Create, develop and deliver industryleading strategic public affairs campaigns to support the achievement of business objectives short, medium and longterm success
  • Develop and maintain positive, productive relationships with Business Units in order to ensure comprehensive understanding of their business and relevant environmental factors
  • Work closely with all parts of the Pfizer business, including Business Units, Health & Value (including regional access), Medical Affairs, R&D, PGS and Global Policy colleagues to develop relevant national policy frameworks and propositions.
  • Work in close alignment with the Communications, Patient Advocacy and CSR to ensure a coherent, truly integrated approach to Corporate Affairs support
  • Work closely with relevant colleagues to develop Pfizer positions/propositions that support a favorable access environment short, medium and longterm needs
  • Establish Pfizer as a thought leader: encourage and advance public debate, secure industry policy leadership, achieving alignment on Pfizerled positions
  • Build longterm advocacy amongst a diverse range of stakeholders including: Government (e.g. Administration, Ministry of Health, Industry, Trade/Foreign Affairs), Parliamentarians, third party policy groups (e.g. think tanks), trade associations (pharma, AmCham).
  • Ensure [country] Management Forum, Corporate Affairs Leadership Team and Regional and Global colleagues have timely awareness of policy developments, related positions and activities.
  • Skills, Knowledge, Qualifications and Experience_
  • The Manager should have strong and demonstrable career experience in the public policy arena, from a background such as life sciences industry, public affairs agency, civil service, political or think tank
  • The work covers the broad spectrum of policy, political and Government stakeholders, and will require an excellent grasp of healthcare policy in the broadest sense, and industry leading experience of public affairs and policy development
  • Strong experience of working with third party policy/advocacy groups, trade associations, and commissioning work from public affairs agencies
  • Demonstrated leadership and contribution to the delivery of high impact policy and public affairs campaigns
  • Excellent knowledge of market access policy development, its key drivers, thought leaders and national health systems
  • Political and Parliamentary process knowledge and an existing policy network of key stakeholders (from the groups set out above)
  • High impact influencing and negotiating skills
  • Excellent communications skills; verbal, written, presentation
  • Proactive, selfstarter able to work with mínimal day to day supervision
  • Demonstrated record of developing networks both within and outside their organisation
  • Ability to work collaboratively with senior leaders
  • Effective planning, prioritisation and project management skills
  • Ability to work in a crossfunctional, matrix environment
  • Strong analytical and critical thinking skills
